Matters concerning the electoral districts of members of the National Assembly, the proportional representation system, and other elections shall be prescribed by law. A motion for impeachment under Paragraph 1 must be proposed by at least one-third of the members of the National Assembly, and its adoption requires the concurrence of a majority of the members of the National Assembly. However, a motion for the impeachment of the President requires a proposal by a majority of the members of the National Assembly and the concurrence of at least two-thirds of the members of the National Assembly. All citizens shall bear the duty of national defense as prescribed by law. A constitutional amendment to extend the President’s term of office or to allow for re-election shall not apply to the President in office at the time the amendment is proposed.
